Appearance: Neil looks pretty much like he does in canon, except 7 years older, and with somewhat shorter hair.

Neil grew up in Locke City, his family from several generations back having immigrated to the United States from Ireland and set up shop there. His grandfather founded a bar downtown, which is currently run by his mother. He's got a twin brother somewhere and a much younger sister, while his father passed away from a heart attack a few years ago.
He enrolled in the military after 9/11/2001's terrorist attacks, and eventually wound up in the Army Rangers and the Middle East. For his troubles, he got some trauma and shrapnel in his right leg that put him out of service.
Currently, he owns and operates Dylandy Auto Repair, which is also downtown and only a short distance from his family's bar. Which is called Dylandy's. They're not very original on the naming, there.
